The first recorded lotteries offering tickets for sale with prizes in the form of cash were held in the Low Countries in the 15th century to raise funds for town fortifications and to help the poor. These events were based on the Saturnalian games that Romans enjoyed at dinner parties, where guests would receive tickets and gifts of unequal value.

Many states tax lottery winnings, and it varies from state to state as to how much is taken from each player’s stake. Some of the proceeds go toward various administrative and vendor costs, while other money goes to projects the state designates.
